Notice biographique
Né et élevé au Bénin (Afrique de l'Ouest), Lavagnon Ika est professeur de gestion de projet (GP), leader d'opinion, auteur, ancien directeur du programme MSc et directeur fondateur de l'Observatoire des grands projets à l'École de gestion Telfer (uOttawa), où il cherche à rendre le monde meilleur grâce aux projets. Il a obtenu un MSc et un PhD en GP de l'Université du Québec (un programme doctoral conjoint avec McGill, Concordia et HEC), où il a été professeur suppléant, professeur adjoint, puis professeur agrégé.
Le leadership du professeur Ika l'a amené à siéger en tant que membre ou président de conseils universitaires/de faculté, de comités ou de conférences. Il a été membre de comités d'adjudication ou évaluateur pour de nombreux concours de subventions. En tant que membre/président de jury, il a dirigé l'examen d'assurance qualité d'écoles de commerce telles que Arthur Lok Jack des Antilles ou de programmes tels que le MSc en GP de Northeastern. Il a été examinateur externe pour le programme de MSc en GP de UCL. Il a également examiné des dossiers d'embauche, de permanence et de promotion de professeurs au Canada, aux États-Unis, au Royaume-Uni, en Afrique du Sud, aux Émirats arabes unis et aux Antilles.
Le professeur Ika a été professeur invité à la Skema Business School en France, à la Swinburne Business School en Australie, à l'Institute of Public Project and Cost Engineering de l'Université de technologie de Tianjin et à l'Université des sciences et technologies de Huazhong en Chine, à l'African School of Economics au Bénin, au CESAG et à l'Université Gaston Berger au Sénégal, à la Banque mondiale à Washington, DC (en tant que Fellow en 2021; suspendu en raison de la COVID-19), à l'Université de Pretoria, Afrique du Sud (en tant que Andrew Carnegie African Diaspora Fellow en 2022), où il est maintenant professeur extraordinaire, et au Ghana Institute of Management and Public Administration (GIMPA).
Au cours des 20 dernières années, le professeur Ika a enseigné la GP à tous les niveaux universitaires en français et en anglais au Canada ainsi qu’en Europe, en Afrique, en Australie, en Chine et au Liban. Membre du corps professoral depuis 2006, il a supervisé une douzaine d'étudiants au doctorat, une douzaine d'étudiants à la maîtrise et a siégé à des dizaines de comités de maîtrise et de doctorat partout dans le monde, y compris en Australie, au Botswana, en France, en Inde, en Afrique du Sud, en Serbie, à Trinité-et-Tobago, aux Émirats arabes unis, etc. (plus de 80 étudiants au total).
Le professeur Ika a signé plus de 70 articles dans des revues à comité de lecture et une trentaine de publications dans les actes de colloques. Ses travaux plutôt multidisciplinaires ont été publiés dans diverses revues savantes et professionnelles, notamment International Journal of Project Management, Project Management Journal, Organization Studies, World Development, Public Administration and Development, Journal of Development Studies, European Management Review, IEEE Transactions on Engineering Management, Production Planning and Control, Transportation Research Part A: Policy and Practice, Harvard Business Review (France), Journal of African Business, et Revue Internationale des Sciences Administratives. Bien accueillis par le milieu de la recherche, ses travaux sont souvent cités (quelque 7 000 citations et un indice h de 34 sur Google Scholar) ou consultés (quelque 200 000 lectures à ce jour sur ResearchGate), ce qui fait apparaître son nom dans le top 2% mondial des scientifiques classés par Stanford-Elsevier. Ses travaux ont été financés par des organismes subventionnaires tels que le CRSH au Canada.
Le professeur Ika est rédacteur en chef adjoint de International Journal of Project Management (IJPM), la revue la plus cotée dans son domaine. Il est ou a été membre des conseils académiques des prestigieuses associations internationales de GP, Project Management Institute (PMI) et International Project Management Association (IPMA).
Le professeur Ika a conseillé le groupe de Banque mondiale en tant que membre du comité consultatif externe sur son rapport sur les résultats et la performance et le PMI sur la manière de mesurer le succès des projets. Il a été conférencier d'honneur/panéliste lors de grandes conférences de praticiens telles que PMI Global Summit et Dubai International Project Management Forum, où il a pris la parole ou débattu devant 3 000 à 4 000 praticiens. Il mène une série de webinaires pour la Banque africaine de développement sur les défis de la gestion de projet. Il est le co-éditeur du Cambridge University Handbook of Project Behavior paru en 2025. Il a co-écrit en 2023 un livre intitulé Managing Fuzzy Projects chez McGraw-Hill, qui a remporté le prix du livre de l'année du PMI en 2024.
Les travaux du professeur Ika lui ont valu des prix très convoités : IPMA Global Research Award en 2017 et 2022 et Emerald Outstanding Paper Award en 2017. Il a été finaliste du prix de l'Association for Project Management (APM) du Royaume-Uni pour l'article de recherche de l'année en 2023. Il a reçu le prix du chercheur chevronné de Telfer (Telfer’s Established Researcher Award) en 2021. Le journal Nation, réputé au Nigeria, l’a reconnu comme un leader d'opinion de premier plan en GP et en développement mondial en 2023. Il est l'un des 20 meilleurs chefs de projet au Canada en 2025, selon le classement respecté Favikon. Il a fait la couverture du magazine African Chief Executives comme « l'universitaire en gestion de projet né en Afrique le plus cité et un leader de la conversation mondiale sur les grands projets, la mise en œuvre d'infrastructures et l'efficacité du développement ». Certains de ses articles figurent dans les notes conceptuelles de la Banque mondiale. Le professeur Ika est un commentateur régulier de l'actualité dans la presse écrite, à la radio et à la télévision, en français et en anglais.
