Mr Francis Liu spent 11 years at sea. During this period, he served on different types of vessels from general cargo vessels, bulk carriers, container vessels trading worldwide, to offshore supply vessels based in Dubai and in Singapore. After obtaining his Master Mariner’s Certificate of Competency, he served as a Captain and also served ashore as a Port Captain in a shipping company. He joined as a Marine Officer with the Hong Kong Government Marine Department in 1986.
Since that time he has been involved in various port management and ship regulatory tasks with Marine Department from cargo handling through vessel traffic management, port planning, development and port security matters. He served as Principal Assistant Secretary in the then Economic Development and Labour Bureau on secondment from 2006 to 2007 during which he was involved in energy and related matters.
He reached the rank of Assistant Director of Marine for the Government of Hong Kong in 2004. Subsequently, he was promoted to Deputy Director of Marine in 2008 and to the Director of Marine in 2011.
