He provides strategic leadership for\ndefence procurements valued over $100 million\, ensuring major\ncapability investments are delivered to the Canadian Armed Forces with\ngreater speed and efficiency. In advancing Canada’s Defence\nIndustrial Strategy\, he drives reforms that simplify procurement\nprocesses\, accelerate acquisition timelines\, and strengthen\ncollaboration with Canadian industry—supporting the timely delivery\nof critical military capabilities while building long‑term\nindustrial capacity and economic benefits for Canada. From 2021 to\n2026\, he served as Assistant Deputy Minister\, Major Projects at\nTransport Canada\, where he led the initiation and procurement of the\nAlto HighSpeed Rail project and\, starting in 2025 the delivery of the\nLac-Mégantic Bypass project. From 2018 to 2021\, Mr. Robitaille served\nas Director General\, Centre of Excellence on Strategic Investments at\nTransport Canada\, leading a team responsible for the commercial and\npolicy aspects of major transportation investments\, alternative\nfinancing arrangements\, and COVID-19 support measures for the air\nsector. Before joining Transport Canada in 2018\, he served in senior\nroles at the Treasury Board of Canada Secretariat\, Public Services and\nProcurement Canada\, the Public Health Agency of Canada and Global\nAffairs Canada\, notably leading the P3 procurement of the new\nChamplain Bridge Corridor in Montréal. From 2016 to 2019\, Vincent\nvolunteered as President of the Canadian Institute for Procurement and\nMateriel Management. Vincent holds a Chartered Financial Analyst (CFA)\ndesignation\, a Project Management Professional (PMP) designation\, a\nCertified Director (C. Dir) designation\, and a Master of Business\nAdministration (MBA) degree from the University of Ottawa.
